This is Kotohime, a princess that appeared in Phantasmagoria of Dim. Dream. She claims to be a police officer, but judging by her theme “Maniacal Princess”, I think she’s just nuts. There are some speculations regarding her being an inspiration for Kaguya’s character, you should check touhou wiki!
